There have been a number of revolutions in the ways we think about people with developmental disabilities and organize resources and supports available to them. The concept of self determination and its application in Minnesota emerged in the context of national trends and developments. Minnesotans were an integral part of these developments, exercising leadership; seizing opportunities; and resisting funding cuts.
